Howard Serbin is a Partner at Serbin & Carmeli, Attorneys at Law. His primary areas of practice are trust and estate litigation, probate administration, conservatorships and elder abuse litigation.

Before entering private practice in 2006, Howard worked for 29 years as an attorney with the Orange County Counsel, primarily specializing in probate, mental health, and juvenile dependency law. As Supervising Deputy County Counsel for the Public Administrator/Public Guardian, he was involved in thousands of cases in the Orange County Probate and Mental Health Courts. He handled complex Probate cases, often involving the abused elderly, and the estates of deceased people who had inadequate planning and left their estates in quagmires that required sophisticated legal work to resolve. Howard’s expertise is well-known at the Orange County Courthouse. He is one of the attorneys approved for Court-appointment to represent persons suffering from elder abuse, neglect, or dementia.

Howard is a Past Chair of the Orange County Bar Association Trust and Estates Section. He helped draft two amendments to the Probate Code that were enacted into State law and provided expert testimony before the State Senate and the Law Review Commission. Howard also co-wrote a chapter of the pre-eminent textbook on California Conservatorships (compiled by California Continuing Education of the Bar). Howard Serbin is a recognized expert in trust, estate, and probate litigation; will and trust contests; conservatorships; guardianships; and elder law. He has made numerous presentations to the Orange County Bar Association, the California County Counsel’s Association, and other professional organizations.

Prior to working with the Orange County Counsel, Howard was an Executive Assistant with the Orange County Board of Supervisors, a Legal Intern with the White House Office of Telecommunication Policy, Executive Office of the President and was an Intern with the Office of California State Senate Pro Temp.  He received his JD degree from the UCLA in 1974 and his BA degree in Political Science from UCLA in 1971. Howard is admitted to practice before all the Courts of the State of California, the United State District Court, Central District, the Ninth Circuit Court of Appeal and the United States Supreme Court.

Howard is married to Michele Carmeli, and they have two children in their 20s. He enjoys volunteering at a local elementary school. Howard also entertains every year at the Orange County Probate Bench & Bar Holiday Luncheon and performs in charity shows and retirement dinners. In 2009, Howard took on the hobby of stand-up comedy. He is also a Past Area Governor of Toastmasters, International.
